Used consoles bought on eBay often need some repairs. The main issue for the original Xbox is the DVD drive. If you keep getting a “Disc Read Error” than more than likely the DVD drive has gone bad. There are two options to fix this: replace the laser from within the DVD drive or just replace the entire DVD drive. The easier option is to replace the whole DVD drive. I recommend using a DVD drive from an Xbox that has some other issue (bad software mod, power supply malfunction). Often times you can buy a few non-working Xboxes and put together some working ones to sell online. Or if you can find a cheap replacement DVD drive on eBay (which is becoming harder as these systems get older) you can do it that way.
